Integration in educational, social, and economic life began in Beaufort County as the Civil War continued. The “Port Royal Experiment” oversaw an effort to provide education to St. Helena Island’s newly freed population. The Penn Center, established in 1862, is one of the country’s first schools to educate the formerly enslaved.
