Founded by William Penn in 1683, this capital city was the heart of Delaware’s fight for independence. In 1787, thirty delegates met here at the Golden Fleece Tavern to become the first state to ratify the U.S. Constitution. Its Old State House, once a capitol building, is one of the nation’s oldest courthouses. The nearby Liberty Bell replica symbolizes Dover’s role in shaping American ideals.
